They just like to tack on whatever they want to increase the price as much as possible. For example, not only do you pay for the water you consume (which makes sense, of course), but you also pay for the water going down your drain. So you're being double charged for water. Water goes into apartment- you pay for it. Water goes out of apartment (the water you already paid for), you pay for it. Oh you only used $30 in water? Make that $60 because we also gotta charge for it going down the drain.
